New old stock. Don't know a whole lot about these, except that they were designed to prevent vehicle theft by effectively cutting off the fuel supply from inside the vehicle.
According to the instructional brochure shown, "Comes with all necessary fittings and instructions, is easy to install and no special tools are required."  "Will fit and can be used on any U.S. or Foreign made automobiles including fuel injected models." (Keep in mind these were produced and marketed some time ago - I don't know exactly when)
I acquired these from the man who invented and patented them. He lives just around the block from me here in the Richmond VA area.
